Yes, in theory.  In practice, it's a little messy…

Yes, because unfortunately as you can see in man launchd.plist(5), launchd does not have any triggers for watching other processes launching or terminating.  I know.  I've read it many times looking for one :(

Indeed, this is the other alternative.

Both alternatives will work, but both are ugly.  The second is less fragile.
