The most consistent gray card I have come across is the macbeth color checker. The

I have just posted a paper about neutral gray cards, their desired attributes and some
comparisons between commonly available gray cards on my website at www.rmimaging.com in
the Information section.
Most of the possible gray card candidates are not very good. I would avoid any dyed
papers, such as photographic background papers or matte boards. I have yet to find one
that is flat spectrally. The Macbeth ColorCheckers, and the Kodak Q-13 or Q-14 gray
scales are very good, and so is foam PVC (Sintra(R) or the Tap Plastics equivalent).
Check the paper for more details.
