You have not mentioned what proofing stock you are going to use.
This will determine the 'dry back' when paired with these inks in the
10/20PS (they are the same order code as the HP800) which are very different
to the dye inks of the HP5000.
'Dry back' and fading are too different things.
You will need to decide if your workflow can allow for the proofs to sit for
a designated time, before being viewed, to ensure that the color has
finished shifting, and completed the 'dry back'.
There is a dramatic change in 'color' with the semi gloss/matte proofing
stocks, and the most stable from HP is the Proofing Gloss, which will still
change slightly over time.
For the technically minded, the 'dry back' for the HP semi stocks (over a 10
day period) a delta shift of between 4 and 10 can be expected.
You have mentioned the magic word in the first line 'responsibility' as you
are wishing to replace an "acceptable" workflow (Approval) with one that
costs about 1/30th of the price to purchase (PC+BEST+10PS).
You have a choice of cheaper, faster, better > you can only pick two . . .

There is a market for A3+ desktop proofing, but it's not one that will
replace the existing solutions in the near future.
The HP10PS is so far the best option in this market.
If only HP would release a 24" HP5000 . . .
