Hello Kevin,
the german organisation FOGRA has build a controlstrip
for press and proof called mediawedge.
www.mediawedge.com
It consists of 46 patches whose Lab values are measured.
They suggest the following CIELAB tolerances:
Delta E < 2.5 for the paper white (good if you get a new stock of paper)
Delta E < 5 for the primary colors
Delta E < 10 for any other color
An average Delta E < 4 for all colors
