Yes.
There's a workaround to have two displays calibrated with _one_ ICC
profile active in the system (which Photoshop uses for both displays
then). Load the calibration curves "by hand" -- each time you start
the system -- using the free available "Display profile" program from
GretagMacbeth. This will allow you to have two displays calibrated
(via the vcgt of the monitor profile), but you still will only have
one monitor profile active for both displays. It's recommended that
you first load the calibration curves for the second display and then
load the profiles for the main (first) display. The last choosen
profile (in "Display Profile") will be the active one in the
colormanagement settings of windows.
