Personally, that's the first I hear of this but I'll admit I never gave this
much thought. FWIW, I just ran a few comparisons and I can confirm your
findings. That behavior is not universal, however, and there must be some
mediating circumstances that causes profilers to output more or less ink for
different RIs. I was going to risk an explanation based on the Lightness
mapping which is different across the sample profiles I checked, but I can't
generalize as some profiles gave me a higher TIL in perceptual, others in
relative colorimetric, and some game the same TIL in both tags.
It's not a clear cut situation. And your point is well taken.

All ICC profiles generated by all profilers must have Perceptual, RelCol and
Saturation Rendering Intent built-in, otherwise, who is to say what will
happen at run-time? I know Kodak used to distribute forward-only TR-001
profiles at one time, that were only good for proofing. (I never tried it in
the other direction to see what would happen.) But it's not a widespread
practice.
