It's true. In many ways color spaces should act similarly - and they do - but CMYK differs mainly because of the way it's used in workflows today.
Basically the CMYK issue is different when you are a printer and you are preflighting / proofing incoming files. From one perspective you don't care where the file came from. How the CMYK values were arrived at is not as important as how they will look when sent to your press. So, you disregard the embedded profile (at least temporarily) and treat the CMYK as if it were headed straight out to press (which it probably will).
In reality it's best to follow a hybrid workflow; one where you keep the embedded profile as an indication of the customer's expectations and then substitute your press profile to show how it will print without modification... Then it's either reseparation or color correction if they are too far off for the customer to be happy.
