I second Karsten's implicit suggestion -- meaning that your preferred line of action would be to use *as high a GCR as you can* (though you still want some CMY in the mix, besides K). That will facilitate maintaining neutrality on press in case the chromatic inks (CMY) should drift and vary in the course of the printing run.
One problem you are likely to encounter is that it is difficult to have *one* CMYK file that will be of "universal" use. It's more likely that, depending on who and where your work will be printed, your CMYK file will get converted to *another* CMYK profile (different from the one that Karsten is advising you to use). In that case, you have to make sure that whoever performs the conversion maintains a high GCR in the new output space as well, for the same reasons of more stable neutrality in the final output.
