The thing not mentioned is that this is mostly about viewing conditions. The "scene referred" profiles assume bright viewing conditions, and the "output referred" profiles assume dim viewing conditions, and transferring one to the other you therefore need to make an adjustment to get the same appearance.

True scene referred images often need a lot of other processing, (tone mapping) as they are high dynamic range as well. Something like NTSC and REC709 have as limited a dynamic range as output devices, and therefore gamut mapping in an appearance space is all that's needed.
