CIELab solid ink values confusion

On page 53 in the G7 "how to" guide the ISO 12647-2 Solid Ink values chart is nicely presented. I'm mostly concerned with No5 papers because thats what I run most.

The CIELab values for a 100% K are 31,1,3(white backing).

I open the Idealliance ISO 12647-7 2007 Color Control Strip in Photoshop with the color settings rendering intent set to Absolute. I assign the SWOP2006_Coated5v2.icc profile. I set my info pallete to Lab, 16 bit/ch, and do the math described in the read me file supplied with the control strip. The Lab values for the 100% K end up being: 18,1,1. Quite a different L* value than the ISO.

Out on press during a calibration run, should I target the ISO 12647-2 CIELab solids for No5, or should I target the ICC profile's Lab values? My proofs will be ink jet and simulate the SWOP2006_Coated5v2 profile.

Opening the SWOP2006 profile in ColorThink, the solid Lab values agree with Photoshop.

Watching the "G7 Update" recorded webinar from Idealliance's Website, I noticed some of the SWOP No3 Solid CIELab values in the video don't match the values in the ISO 12647-2 chart in the most recent G7 "how to."
