My plan, since I'm using AudioFileStream to read the files (over the net), is to call AudioFileStreamSeek, which given a packet number will tell you what byte offset it's at in the file. To get the packet number for a given time, I'll multiply by the sample rate and access the kAudioFileStreamProperty_FrameToPacket property to convert the frame number to a packet number.
