There are serious issues with LaunchAgents in Tiger which make them
pretty much unusable.

Have you looked at <http://developer.apple.com/technotes/tn2005/tn2083.html>?

Hi List!

My application is separated into a daemon and a an user agent. It
works perfectly when i put my launch-agent file into '/Library/
LaunchAgents' and reboot the computer. But I don't want to force a
restart just for launching the Agent for every user. There must be a
better way. What is the preferred way to start that agent for every
currently logged in user?

Thank You!
