Some might assume there is a difference between Norton Utilities and Norton Anti-Virus, particularly with regards to platform.

The site you asked about is DOD CERT.  The one above is Army CERT.  The DOD one requires that your IP address be in DNS as .mil.  The Army site requires an AKO login.
