Hi Quinn,

if engineering is adding to routines supported, I'd like to ask for a
routine to query is a particular lock is held. Essentially the "assert"
logic but don't fail, just tell me true/false.

The reason is to help with support routines which mighhht do a task on
their own (I need to lock), or might be called from a cleanup task
(which is already holding locks). I think I radared this a log time ago
but don't remember the number.
