I can't speak to any of the Apple-released source/documentation, but you might take a look at the netatalk project for Linux.

I'd also dig around on Apple's Open Source site:

Hi, I have a question
I am considering developing an AFP Client for Windows.
I know Apple releases a lot of their code open source. I was wondering if anyone knows if they have their AFP Interpreter (I'm not sure if that is the word) available open source. Would anyone know what this would be listed under in the source code listing page?
