Firewall would probably be the answer, but I have also noticed that smbd runs constantly in Leopard even if SMB sharing is disabled. Getting rid of /System/Library/LaunchDaemons/smbd.plist has no effect that I've seen. Somebody somewhere just really wants to make sure everyone's running Samba all the time whether they want it or not.
