To elaborate a bit: developers are encouraged to create Motion wrappers, and to include these wrappers in their installers along with their FxPlug plugins. From the customer's point of view, this looks like "native" plugin support; you run an installer, and then the effects are available directly in Final Cut. Some developers are already shipping content using this technique.
Customers who want to create their own Motion effects are free to do so as well. But those who don't want to do that never need to; they can install and use your effects without ever going into Motion, or even having Motion installed. Motion is required to *create* effects, but not to *use* effects.
A straightforward way to create a Motion effect wrapper is to create a project with just your effect applied, and publish all of the effect's parameters. It's also possible to use rigging to provide a simpler interface in FCP, either by exposing less controls, or using rigs to create presets. We've done both with the effects that ship with FCPX; it might be instructive to open the built-in effects in Motion and see what's possible.

Motion Effects and Final Cut Pro
The biggest change is that all FxPlugs will now run either directly in Motion, or as part of a Motion Effect running inside of Final Cut Pro.
I believe you need to check in Mo5 to see if your plugin is seen. All effects, transitions, titling in FCX appear to be Motion projects. Only Motion has direct access to the FxPlug plugins.
That's if I'm not mistaken.
Um, downloaded and installed FxFactory, started FCPX and they appear.
