Development Deployment mode broken again

For years I've been developing on the deployment (that is staging server) machine, accessing the application which is running in PB (and now XCode) using the form

http://my.local/cgi-bin/WebObjects/Test.woa/-7777/

and that worked fine on 10.2 Server and also on 10.3 Server when I upgraded on my computer.

Now I'm setting up a new computer, clean install of everything, and it deploys WO apps fine in the normal way (using JavaMonitor), but doesn't work in development-deployment mode. I just get "No instance available."

I've tried restarting, killing wotaskd (which never restarts, by the way), and searched the archives in vain for other hints. I have direct connect disabled. I've even tried "-WODirectConnectEnabled YES" and tried connecting direct with http://my.local:7777 but that doesn't give anything.

Just to confuse the issue, I made a new WO project and ran it in XCode and it auto-opened the Main page fine using direct connect. I then added the launch argument "-WODirectConnectEnabled false" and it tried to auto-open the right URL with xxx.woa/-12345 and got the same "No instance available."

Any ideas?

I have 10.3.3 Server with WO 5.2.3 development installed with both development and deployment licenses installed.

Would it matter that I have changed the IP address of the machine since I installed OSX and WO? Do we still need to use the magic IP address changing script in 10.3 Server?
