There is a way, in an app note I read, to include the frameworks and a
license key in the war file.
It involves setting some build parameters.

This allows the complete app, although large, to run on a machine
without WO installed.
I remember trying it, but I don't remember the results. It became
easier to deploy the app the "old" way.
