I'm not clear on what this is intended for, but neither WO nor CF seem a good fit. Neither are aimed at spatial analysis. :-) Is this supposed to be a tool for the client, or an on-line web application?

Java might be an appropriate language to write this in. It is fairly powerful, for a statically typed language, and there are lots of libraries available for PD. support as well as math libraries.

If there is a lot of database access to get the roadway data then the EOF part of WO may be of some use.
