is this an OS issue or JVM issue?

This is on OS X 10.2.x. I recently increased the number instances running
on the machine. However, not all instances are able to start. I'm getting
an errorr message in Monitor similar to:

morpheus: Failed to start ppdatp-2: java.io.IOException: Too many open
files, morpheus: Failed to start ppdatp-4: java.io.IOException: Too many
open files, morpheus: Failed to start ppdatp-5: java.io.IOException: Too
many open files, morpheus: Failed to start ppdatp-7: java.io.IOException:
Too many open files

I can't remember if this is an os issue or a jvm issue. Is there a way
around this?
