So why not just get rid of the one you don't want there?

I have a PageWrapper component that supplies HTML, HEAD, and BODY tags, and then puts the WOComponentContent inside the body.

When I use this PageWrapper on a page, I make sure that page which uses the PageWrapper does _not_ have any HTML, HEAD, or BODY tags, since PageWrapper will be supplying them. To get rid of HTML etc tags, you can just go to "source" view in WOBuilder and delete them, or you can get WOBuilder to do it for you by choosing "Partial Page" from the inspector for the "<document>" entity in the little WOBuilder entity chain bar at the bottom.
