I'm pretty sure what that actually means is that you can deploy in any
J2SE on _OS X_.

So no dev tools on Windows. But they do says that you can deploy in
any J2SE environment :

* Runs on virtually any Java 2, Standard Edition, 1.3.1 virtual
machine application
