Deployment requires a license. The only way to buy a license is a) to get it free with Xserve or b) to buy MacOS X Server - US$499 for 10 client (no impact on WO so why pay $999 for unlimited?)
Does it mean the Mac OS X Server Tiger comes with WO 5.3 deployment license?
