No wotaskd running since the upgrade.

I checked ps output last night and didn't see it but couldn't remember if it should be running.

5.3 installs it... Maybe it just forgets to start it?

How does wotaskd usually get started on a OS X client/dev machine?

Anyone know?

and seeing what is in /tmp/WebObjects.log. It sounds as if the site config is not getting updated when the app launches. Also verify that wotaskd is running on that machine. What you are describing will happen if wotaskd is not running.
