I thought it was 1, 4, 2, 3 (i.e. ~/WebObjects.properties has higher precedence than
everything other than command line?

1) Command line args
2) Application Properties file
3) Framework Properties file
4) ~/WebObjects.properties

i.e., I assume that the ones higher up the chain (e.g., command line args) take priority over the others and so on. Is that correct?
