... which is odd, I can't find WebObjects in my copy of XCode.
I'll download the entire XCode 2.2.1 and check there.

If you have the Xcode 2.2 disk or .dmg, the WebObjects installer
package should be right there at the root of the disk. WebObjects was
*not* included with any version of Xcode prior to 2.2.

If you don't have a Mac, your cheapest / easiest option is to buy
a Mac mini. You can probably also buy WebObjects 5.2.4, but that
version was not free. You can get the new (free) version to go on
Windows, but that will be a path of pain for you.
