Apache 2.2 cgi-bin forbidden

Hi there,

I know the easy option for /private/etc/apache2/httpd.conf:
<Directory />
    Options FollowSymLinks
    AllowOverride None
#    Order deny,allow
#    Deny from all
</Directory>

But what's the better option so as not to open things up so much and still avoid the 403 Forbidden?
