Several things automatically turn this on ... If you're on a secure
page and there is an explicitly non-secure link, or on a non-secure
page and an explicitly secure link, it will be turned on.

Is it possible that this is getting turned on behind my back
somewhere? From what I've found it seems that you have to call a
method to turn this on, _generateCompleteURLs. I don't have this in
my code.
