There isn't a true installer that gets all the stuff the old installers did, but you can use WOInstaller.jar to download and install the WO Frameworks on any platform.

The basic instructions are part of the instructions here: http://wiki.objectstyle.org/confluence/display/WOL/Using+WOLips+With+Multiple+Versions+of+WebObjects just read the part about WOInstaller.jar.
