Try to start everything by hand :
su appserver -c "/opt/Library/WebObjects/JavaApplications/wotaskd.woa/wotaskd -WOPort 1085 &" su appserver -c "$/opt/Library/WebObjects/JavaApplications/JavaMonitor.woa/JavaMonitor -WOPort 56789 &"
And check if you have any errors... Immediately after reboot:
root 2764 0.0 0.1 3916 664 pts/0 R+ 17:29 0:00 grep java
