Are you asking what's the different between Resources and WebServerResources?
If so, then this might help:


Resources are the bits private to the WOF application (ie EOModel, Properties files, etc) These are the bits which you would not want to anyone to have direct access to.

WebServerResources are the bits which are public and which get served by the WebServer. (ie images, css, etc.) On a split install, the WebServerResources are installed on both the AppServer and the WebServer.
