Yes not having the SDK means you don't have the header files gnuplot needs to compile. So it doesn't build the X11 "driver" you only things like the ascii terminal and Postscript.

I think the penance for omitting header files is wearing a hairshirt on casual Friday but I could be wrong on that ;-)
