That's the format used by the man system. IIRC, Groff predates HTML
(the format used by Help Viewer) by a number of years.
Although everything in Xman is meaningless to me I really like the
format. Is there a way I can make man pages appear with this kind of X
interface?

Hopefully by the time Apple releases the final version of X11 all the
information about where to look for information like man X will be in
the most obvious place a Mac user looks; in the Mac OS X Finder help
menu and using the Help Viewer application.
If you have the developer tools installed, Project Builder does have an
Aqua man page reader, but it's not a very good one because I've found
it sometimes throws off formatting. I use ManOpen and like it a lot;
you can probably find it on VersionTracker.
Somehow I doubt Apple Help Viewer will be able to read man pages any
time soon, but they could surprise us all...
