There are two reasons one may not be able to see the animation while
fast user switching:
- Lack of vram.
If you have an external monitor connected or are using the display at
a high resolution, you may not have enough vram to perform the
operation.
- Each user has different display modes.
Each user can support different display configurations. If a display
mode change has to occur while fast user switching, the animation is
not present.

I imagine that if your system does not support it or if you do not
have more than one account enabled, this check box will not appear.
