I believe that is what he meant by "key equivs are off".
I tried out, and see the same thing. I think this falls squarely into
the realm of features, not a bug, since (presumably) keystrokes are
interpreted by the switcher when the switcher is active, not by
whatever application whose icon happens to be active in the switcher.
It must have been programmed deliberately into the switcher: Hit
command-Q, and it sends a "Quit" Apple event to the app.

It's probably beyond the powers of the Xquartz people to change this

Not bad indeed. This is a very easy way to quit a whole bunch of
applications at once. Just hit cmd-tab and keep the cmd button down
while navigating up and down the list and hitting q wherever you
wish.
