Ah, but there's the rub: There ain't no such thing as "the X system
settings". Sure, there is the X resource database, and I am sure the
X designers envisioned that being the place for all kinds of
settings. But then we have to remember an early design goal of the X
window system: It was to provide mechanism, not policy. And indeed,
different toolkit providers have provided quite different policies,
not only for look and feel, but also for things like preferences,
where they go and how to change them.
I don't know why they eschewed the use of the resource database.
I can speculate (I do have a theory or two), but speculation is cheap
and I'll abstain. Maybe the mechanism provided wasn't good enough?
