if app_to_run is an empty string, that's exactly what it does. If
it's null, it sets it to the default (xterm) to maintain consistency
with the Tiger X11 default behavior.
The short answer to your question is that if we did it, we'd have
other people complaining that we did it and asking to change it back.
We pick reasonable defaults, maintain default behavior, and provide
you with a means to change it.
