Unless I am mistaken, this is just another aspect of this outstanding
well-known, but alas, not well-understood bug:

I'm afraid we'll have to live with it for a bit longer.

There is quartz-wm, yes, but there is no configuration for it that I
am aware of. It basically makes (or tries to make) window management
work just like for other (non-X11) windows.
