A small correction. The Xcode 1.1 update is not the same as the Xcode
Tools 1.1 (previously, and confusingly, named Xcode 1.1 CD, even when
it was a download.) After much protest Apple added the word "Tools" to
the title.
Xcode 1.1 update 15.3 MB - updates only the Xcode IDE application
Xcode Tools 1.1 ~600MB - updates the Xcode IDE application plus all
the other apps like Interface builder.
