I may be totally missing something here Dmitry, but have you tried
right-clicking (control-click for the mouse-impaired:) on the
.properties file in question, going into "Get Info" and setting Xcode
in the "Open with:" section? I bet Xcode won't come up in the popup
list of programs to open it with, but if you select "Other" you can
choose whatever program you want.
I can't think of what Xcode would do when opening this .properties file
EXCEPT to open it in an editor ...
