Here is what the Interface Builder FAQ says about this:
• Why don’t my Carbon tab views switch at runtime or when I test
the interface?
The Carbon tab control does not automatically switch tab panes for
you. Interface Builder does this for you as a convenience at design
time. The example in /Developer/Examples/InterfaceBuilder/
IBCarbonExample shows one way of switching tabs.
In other words, the Carbon tab control is just the tabs, and doesn't
include the set of views the tabs select. IB attaches such views, but
that's to save headaches in layout.
