trouble debugging a framework

I'm using Xcode 2.1 on 10.4.2, and I'm trying to figure out what I have to
do to make the Pantomime Cocoa framework debuggable from within an
application that calls it. "Step Into" on a Pantomime method slides over
to the next line of application code, behaving like "Step Over".
I verified that Pantomime is building with debugging symbols in its
Development build configuration, which required checking the "Generate
Debug Symbols" box in the project settings, and checking the "Generate
debugging symbols" box in "GCC Settings" under "Edit Active Target".
Since taking both of those steps (the first alone did nothing), the build
log has begun by indicating "debug-symbols:on", and the built framework
went from about 900K to 1.4MB, but I still can't debug a Pantomime method.
I built a test framework and included it in the same app project, just to
see if I was confused about framework debugging in general, but it allows
debugging access from a calling application with no problem.
However, there are Xcode differences between the brand-new "Bozo"
framework and the newly updated-to-.xcodeproj Pantomime framework --
"Edit Active Target" on the Bozo framework displays the same window as
"Edit Project Settings", while "Edit Active Target" in Pantomime displays
a nice hierarchical "Target 'Pantomime' of Project 'Pantomime'" window,
including the GCC Settings options mentioned above.
Also, the Pantomime target's icon is a concentric-circles glyph, like the
top level "Targets" icon, while the target icon for Bozo is an Xcode
framework toolbox icon, with a little green dot. I have no idea if any of
this is strictly relevant, but it sure makes it difficult to equalize the
project settings.
I was under the impression that once a framework was built with debug
symbols, it was debuggable. Am I missing a step?
Thanks,
-nat
