SDKs are a custom installation option for the Xcode tools. This
seems rather unfortunate since a lot of people are asking this
question. Just re-run the installer and customize it this time or
look in the packages folder on the disk image and install
MacOSX10.4.Universal.pkg (along with the other MacOSX10.*.pkgs, if
you want SDKs for 10.2.8 and 10.3.9).
