The only remaining issue is that "Framework Search Paths" is set to
the 10.3.9 SDK folder by default. I changed it to:
$(SDKROOT)/System/Library/Frameworks
but I don't have an SDKROOT variable now and the link phase is failing
as it is looking in /System/Library/Frameworks. Is there an SDKROOT
variable that expands to the currently selected architecture?

Check the General tab and the "Cross-Develop Using Target SDK"
