Cross Develop using Target SDK setting in .xcconfig file

The Cross Developer using SDK setting is only expressed in the Projects general tab. Is it possible to set it on a per target basis at all ? Can I add it to a .xcconfig file ? I can't drag it to the config file from the general tab 8-) and I'm not sure if the SYMROOT variable in the target build setting is really telling the whole story ? And if it is as simple as setting the SYMROOT variable - why isn't it a simple popup like Deployment target in the target inspector build tab ?

It would be useful to have it an a .xcconfig file so that it can be easily 'picked up' by new projects or targets to make sure everything is built equally.
