IOKit Framework question

I'm porting a Carbon application to XCode (from Codewarrior), and I'm having trouble getting it to link.
I get the following error:

Undefined symbols:
_IOAccelCreateAccelID referenced from CoreGraphics expected to be defined in IOKit

I've added the IOKit framework to the project, but as far as I can tell, the only place where anything resembling CreateAccelID is declared is in the IOKit headers in the Kernel Framework.  The only other Framework I'm including is the Carbon Framework.  I'm currently building against the 10.2.7 sdk, in XCode 2.1, gcc4.0.

I'm guessing that there is a conflict somewhere, but can't figure out what it is.
I'm stumped, and your help is appreciated.
