What is All-In-One?

I'm trying to figure out what the "All-In-One" layout preference is. Whenever I open source files (double-click in the project window), it opens a new editor window for each one. I thought it might be a per- project thing, so I tried creating a new project, but it still shows the same behavior. I don't see the difference from the "Default" layout.
