No, not really. They monitor <http://bugreport.apple.com> for bugs to fix. The Apple mailing lists are not an official support forum. Almost any pre-release software you get from ADC comes with a readme indicating what Apple internal addresses to send feedback to and where to file bugs.

the last time (almost a year ago) I went to bugreporter.apple.com, they wanted me to PAY THEM for me to submit a bug report.
I've decided not to issue bug reports that way since then and have adopted the attitude of simply not using software that has bugs i can't live with.

AFAIK, there has *never* been a requirement to pay for this. You just need an Apple ID, which is easy to get (just fill in the blanks). Check this site:
<http://developer.apple.com/membership/online.html>

All you need to file bugs is an Online ADC account, which requires registration but is free.

Additionally, I should stress that all of the Apple employees that respond on this list are not required to do so, their contributions are totally voluntary. That said, we do pay attention to the list, but any bug reports, enhancements, or feature requests need to be logged via bugreporter.apple.com, or they are not guaranteed to be tracked.
