This is a known limitation. The workaround is to Option-Drag the control to another window within the same nib file and then Option-drag it back to the original window (if you don't have a second window in your nib then create a temporary window). Option-drag within the same nib doesn't break connections.

The pop-n-drag trick is even better.  Make sure you've got the two tab views visible with the tab view items selected that you want to move between.  Then select all of the controls inside the old tab view item.  Click on any one of the selected controls and hold the mouse down for a second before starting the drag.  You'll get a drop shadow behind the controls when it's ready.  You can then drop them into the other tab view item with any connections preserved.
